At the level of Indonesia, it seems that it needs a roadmap to get out of a strategy of burning money that is too long and can be ineffective, actually burn money. 
It's okay as long as it doesn't hurt your finances. and can be effective in increasing revenue, reducing losses and being able to compete, but there must be a road map.
